The correct answer is that "outstanding" is also used when a payment has not been made and there is a balance remaining.

 

For example, "The invoice issued to ABC Co,

 

The invoice issued to ABC Co., Ltd. is outstanding at this point.

The invoice issued to ABC Co., Ltd. is outstanding at this point.

 

It is hard to imagine "outstanding" used to mean "excellent.

 

I would like to be the kind of person who can use the same word "outstanding" to mean "excellent" instead of "not paid".
